Vintage Sanrio merch from Taiwan. Spottie Dottie was a popular Sanrio character in the 90s that has since retired. Its hard to come by her original merch. I haven’t seen this exact piece anywhere online. The box snaps together as shown. The window has slight discoloration from age and there is a minor, repairable tear at the left of the front seam by the handle (shown in first pic). Great condition otherwise!
